ROCKVILLE, MD ,  -  Parents and Friends of Ex-Gays & Gays ( PFOX ) has filed a sexual orientation discrimination  complaint  with the Department of Justice and the Department of Education against the Montgomery County, Maryland , Board of Education and its School Superintendent , Joshua Starr. PFOX requests the federal agencies initiate an investigation into the discriminatory practices of Superintendent Starr and the Montgomery County school board and to oversee a remedial program to ensure diversity and non-discrimination against ex-gays.  "Starr misused his official position as school superintendent to gain access to students and indoctrinate them with his prejudicial bias against the ex-gay community," said Regina Griggs, executive director of PFOX. In a legal order released last week in response to a sexual orientation discrimination complaint, the Montgomery County (Maryland) Board of Education announced that it will not take any action against its school superintendent , Joshua Starr, for remarks he made against a local gay organization. Starr had labeled the organization’s pro-gay flyers as a “really, really disgusting message” and called the group’s actions “reprehensible and deplorable.” Even though Starr publicly made these remarks at a student town hall meeting in his official capacity as school superintendent, the School Board ruled that his anti-gay comments were only personal remarks and therefore protected under the First Amendment . No - it was a one-page flier distributed to students in several Montgomery County, Md. , high schools as part of the “backpack flier” program that helps nonprofit organizations reach students in the schools.
