Texas and four other Republican-led states filed another lawsuit Tuesday seeking to roll back the Obama administration’s efforts to strengthen transgender rights, saying new federal nondiscrimination health rules could force doctors to act contrary to their medical judgment or religious beliefs. The lawsuit is the second in recent months in which conservative states have sued over federal efforts to defend transgender rights. Social conservatives claimed victory Sunday when a federal judge in Texas halted an Obama administration directive requiring public schools to let transgender students use bathrooms consistent with their gender identity. Now they’re asking that same court to block new regulations intended to ban discrimination by doctors, hospitals and insurers against transgender persons. A North Carolina woman says she fears for the safety of herself and other women in her state after a man reportedly entered the women's restroom of a popular Charlotte restaurant and fondled himself. On Sunday, the woman said she was using the women's restroom at the 7th Street Public Market when she saw an obviously masculine foot in the stall next to her. Then she noticed a male voice moaning. “He was playing with himself,” she   told   WCCB-TV with obvious hesitation. Her husband said that he chased the man down the street, asking, “Sir, what were you doing in the stall next to my wife, in the women’s bathroom?” “He said that he was looking for his daughter,” the husband said. Local police arrested a man for indecent exposure that morning, whom the husband identified as the man in question. The Obama administration has sued to stop North Carolina from enforcing a state law barring members of one biological sex from using the restrooms or intimate accommodations of the opposite sex, saying that doing so “causes significant and irreparable physical, psychological, economic, social, and stigmatic harm to transgender people.” The complaint states that relying upon biology to determine a person's sex is “medically inaccurate,” and says that repealing H.B. 2 will have no impact on sexual assault, because rape is already illegal. The administration is seeking a preliminary injunction against the state's H.B. 2 law, which requires people to use the restroom of the sex that is listed on their birth certificate.
