A bill that was described as a deliberate “attack on parental rights ” by its sponsor has been signed into law in California . On Sunday, Governor Jerry Brown signed into law a bill banning sexual orientation change therapy for minors. It is set to go into effect on January 1, 2013.  In response, the pro-family law firm Liberty Counsel has said it is filing a lawsuit on behalf of counselors, parents and their minor children, and the National Association for Research and Therapy of Homosexuality (NARTH) against the legislation. In signing the bill, Gov. SACRAMENTO, August 30, 2012, ( LifeSiteNews.com ) - A first-of-its-kind state measure banning voluntary therapy for same-sex attraction for minors has passed California ’s Assembly , moving it a step closer to law, pending the reconciliation of the bill’s versions this week. The latest version of the bill states that California has a compelling interest in protecting minors against “exposure to serious harms caused by sexual orientation change efforts ,” and prohibits any mental health professional from providing sexual orientation therapy to individuals under 18 years old.  Ted Lieu said he designed the bill to deny parental rights. The bill, which interestingly enough has been opposed by both the National Association for Research and Therapy of Homosexuality and the California Psychological Association (though for very different reasons ), now goes on to the state assembly. SACRAMENTO, June 5, 2012 ( LifeSiteNews.com ) - A bill gagging therapists from pursuing same-sex attraction therapy with minors dissatisfied with their sexual orientation has passed the California state Senate . The controversial bill by Democratic State Sen. Ted Lieu was amended for the fifth time before it was approved by state senators 23-13 along party lines. It will now go to the state Assembly. Sen. Ted Lieu SB 1172 had initially made it a crime for a mental health professional to conduct sexual orientation change efforts ( SOCE ) with a consensual client “by means of therapeutic deception,” which was defined as “a representation by a psychotherapist that sexual orientation change efforts ... can or will reduce” homosexual conduct or desire. While banning outright such therapy for minors regardless of consent, Senate Bill 1172, introduced by the openly homosexual Senator Ted Lieu and backed by Equality California, makes it an actionable offense for a mental health professional to conduct such therapy with a consensual client “by means of therapeutic deception.”  The offense can be brought to court by “a patient, former patient, or deceased former patient’s parent, child, or sibling,” with an eight-year statute of limitations for patients and five years for relatives.
