A federal appeals court overturned a district judge's ruling on Thursday, and declared that same-sex "marriage" in Puerto Rico is constitutional. In 1999, Governor Pedro Rosselló signed into law a bill defining marriage as "a civil contract whereby a man and a woman mutually agree to become husband and wife."  Attempts failed, however, in 2008 and 2009 to put the definition of marriage in Puerto Rico's Constitution as a union between a man and a woman, and to outright ban same-sex "marriages."
