Bishop Charles Scicluna, who is being criticized in the media for defending traditional marriage in his Christmas homily last week, said the pope told him at a meeting December 12th to be vocal in opposing the Civil Unions Bill. December 19, 2012, ( LifeSiteNews.com ) - The Uruguayan Chamber of Deputies overwhelmingly voted last week to approve a bill that would make “marriage” a legal right for homosexual couples and for transsexuals as well, according to local media reports. The text of the bill states that “the institution of matrimony will include the union of two contracting parties, whatever their gender identity or sexual orientation, on the same terms, with equal effects and forms of solution that the Civil Code currently establishes.” President José Mujica . The court , which is the nation’s highest authority on constitutional matters, voted 9-1 on Nov. 3rd against the suit challenging the constitutionality of Chile’s Civil Code , which recognizes marriage as the union of “a man and a woman.” The three homosexual couples, who were aided by Chile’s Homosexual Integration and Liberation Movement (MOVILH), sought to register themselves as “married” in September 2010, but were refused.  Two of the couples had already contracted “marriages” in Canada and Argentina respectively. The justices ruled that the definition of marriage falls under the jurisdiction of parliament, not the court. The legal scholars also recommended the prohibition of homosexual adoption , and condemned the legal concept of multiple mothers or fathers of the same child as incompatible with the nation’s civil code. The resolutions were passed at the biannual National Symposium on Civil Law (Jornadas Nacionales de Derecho Civil), held this year at the prestigious National University of Tucumán from September 29 to October 1. The union will be the first such in the history of Argentina.  The Argentinean newspaper La Nación reports that two enlisted men are in line to be the second same-sex soldier couple to “marry.” The names of both couples have been withheld from the public. César Cigliutti, leader of the Argentinean Homosexual Community (CHA), rejoiced at the news, commenting that “the visibility of gays, lesbians, and bisexuals in the armed forces is important. Center education expert Inés Franck says that six million copies of the magazines will be distributed to families as a guide for teaching children about human sexuality .
